본 연구는 제도가 부재한 상황에서 사회적경제 조직과 지방정부가 협력을 통해 세대통합형 주거돌봄주택을 형성한 과정을 규명한다. 분석대상은 서울 마포구의 케어안심주택 <서봄하우스>이며, 질적 단일사례연구로서 2023-2024년에 심층면접 8인, 문서분석과 참여관찰을 병행하였다. 주요 발견은 다음과 같다. 첫째, 법률이나 조례와 같은 강한 규칙의 부재 상태인 제도적 공백이 오히려 지역사회의 행위자들에게 창의적 실험이 가능한 기회의 공간을 제공했다. 둘째, 마을공동체 활동으로 축적된 행위자 간의 사회적 자본은 집합행동의 기반으로 작용하였다. 셋째, 기존 제도와 자원의 파편을 재조합하는 제도적 브리콜라주를 통해 정책적 실행가능성을 높였다. 넷째, 문제 인식 및 정의, 모형설계, 운영조정 전 과정에서 사회적경제 조직과 지방정부 간의 협력적 거버넌스가 작동했다. 다섯째, 운영의 안정성과 입주민 만족이라는 긍 정적 성과는 새로운 모델의 정당성을 뒷받침하는 결정적 조건이 되었다. 이러한 발견을 기반으로 약한 제도화 조건에서, 지역 행위자들이 상호작용하며 아래로부터 제도를 구축하는 상호협력적 제도형성 모델을 제시하였다.

This study investigates how an community-based care-housing model emerged and operated through collaboration between a social economy organization and a local government in the absence of established institutions. Focusing on Seobom House in Mapo-gu, Seoul, we conducted a qualitative single-case study combining in-depth interviews, document analysis, and participant observation during 2023-2024. We identify five mechanisms that jointly enabled model formation and early stabilization: (1) an institutional void that loosened path dependence and created design latitude; (2) embedded social capital trust, reciprocity, and local networks accumulated through the Seongsan community movement; (3) collaborative governance among the social economy, local administration, and health-welfare providers from problem framing to operational coordination; (4) institutional bricolage that recombined existing policy fragments and assets; and (5) legitimacy acquisition through early outcomes including operational stability and resident satisfaction with mutual care practices. These findings articulate an emergent collaborative model under weak institutionalization and suggest that the interplay among institutional voids, social capital, bricolage, collaborative governance, and legitimacy is pivotal for local institutionalization of service-integrated housing for elderly.
